Do you have experience in designing and building secure facilities (SCIF's) for the Federal Government, U.S. Military, and/or other national security clients? If so, then continue reading about this opportunity for a Construction Project Manager at the Nation's top research and development laboratory.

As a Construction Project Manager you will... 

Lead both internal and external design and construction project teams responsible for all aspects in managing design and construction projects including procurement oversight, budgeting, scheduling, design oversight, construction oversight, and commissioning for technical facilities in support of JHU/APL business areas.

Be responsible for meeting with internal customers, stakeholders, and management to develop project requirements, scopes, schedules and budgets and may be assigned concurrent new construction, renovation and / or renewal projects which may be designed and executed by internal and / or contracted resources.

Have the ability to review, comment on, and respond to proposals, contracts, RFI's, submittals, change orders, along with all other design and construction related documentation.

Possess strong leadership and negotiation skills, and a desire to work closely with members of the Laboratory community and outside providers to create and build effective business relationships along with world class facilities.

Use your experience and skills to apply best practices with project development, scheduling, budgeting, planning, delivery, and close out

Managing design and construction projects using a project management software.

Use APL vehicles in the course of day-to-day activities.

 

 

You will meet our minimum qualifications if you...

  • Possess a Bachelor's or equivalent in Engineering (civil, architectural, electrical or mechanical).
  • Have 8 or more years of experience as a lead project manager for the planning, design and construction of complex (Secure and MEP) institutional projects on a 24/7 campus.
  • Have strong leadership skills and are able to work closely with members of the Laboratory community and outside resources to create effective business relationships.
  • Experience leading project teams for secure project (SCIFs) and construction projects ($10M+).
  • Leading both small and large design and construction teams.
  • Proactive planning, project programming, budgeting, risk evaluation, quality control, and quality assurance.
  • Have an understanding of OSHA, building and life safety codes, project management software, Computer Aided Design and Drafting, and cost estimating; with the ability to use project scheduling software to plan, track and communicate project status to related audiences such as internal staff and customers.
  • Have experience in proactive planning, project programming, budgeting, risk evaluation, quality control, and quality assurance.
  • Possess excellent listening, customer service, negotiation, team building and organizational skills as well as effective communication skills.
  • Possess a valid state-of-residence driver’s license. Selected candidate will be subject to a motor vehicle record evaluation.
  • Are able to obtain and/or maintain a Secret or higher level security clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

 

will go above and beyond our minimum qualifications if you...

  • Possess a Master’s Degree in a related field.
  • Possess credentials: Professional Engineer (PE), Registered Architect (RA) Certified Project Manager Professional (PMP), Program Management Professional (PgMP) or equivalent, LEED Accredited Professional (LEED AP), and/or Certified Facility Manager (CFM).
  • Possess a USACE CQM certification and have significant experience on USACE or NAVFAC projects.
  • Possess prior formal supervisory experience.
  • Possess OSHA 30 or higher.
  • Managed teams for large, secure construction projects ($50M+).
  • Have knowledge of Newforma, AutoCAD and/or BIM; and are familiar with environmental regulations.
